How big should I print out pictures to make cupcake toppers? - pick up toppers

I make my own cupcake picks for my daughters birthday. (Print images with the subject in the field of art, such as sunglasses, starfish, etc..) Lamination, and I am preparing to mount glue and a toothpick on top of biscuits.

I am preparing to print and want to make it a uniform size, but I'm not sure how big it should be. Ideas? I thought about 1 inch by 1 inch, but it seems a little small.
